is there a way i can proxyblock* except www.webmasterworld.com?
i know this sounds ridiculous, but i really need to figure out how to do this.please please please, any suggestions anyone?

No, at least not with ProxyBlock. Try to enable the proxying for everything (so no ProxyBlock directive used) and try to restrict the access either by the <Location/> container or by mod_rewrite rules on server level.
