The WebmasterWorld.com website shows yet another IP address that I'm allegedly coming from. My ISP is NTL in England and I'm on Broadband which I do not turn off. So my IP address shouldn't change.
When someone attempts to look at my site/server from another PC, it brings up an "Action Cancelled" message.
Any thoughts?

It's likely that your ISP proxies your connection to the internet, and may also place a firewall around its network. It is often necessary to set up your server on an alternate port because ISPs commonly block port 80 requests *to* their customers, and especially if running a server is prohibited in their network. I'd advise you to check the terms of use, and if it's OK, maybe try using port 8080 or some other port.
