SSI loops

Looking for advice on SSI 'loop' - right forum?

I'm trying to find out whether the SSI 'loop and counter' control structure can be used alone outside of a database context (I'm trying to build a dynamic main menu as an include, and just want to experiment) - if anyone knows, I cannot find online refs to this anywhere.
