I got headache with this:
Two of my important webpages have online survey contents, and I put Adsense Ads on the two pages. But for a time, I have always seen one or two Adsense Ads
always showing the "survey scams", "survey alert" Ads on the pages---this is obviously and instantly making many site visitors/surfers feel doubtful or disgusting over my webpages' survey contents. I have several websites using Adsense, and two other sites have similar Adsense hassles.
I have rewritten the webpages' descriptions and keywords, not using words like 'free money or free ...', not even using the words "survey", "paid options" or something like that, but the Adsense hassles still appear.
I have to guess that Adsense software or operating guys put some intentional, actually negative schemes, sneering hard-working-for-some bucks webmasters? Is Adsense arrogant? Or Google looks down upon many small webmasters' websites?
Why is that? Now they have hugely harvested from the stock market, and so many websites use Adsense like crazy, therefore they can sneer some other people's sites?
My today's words as above are my gushing from my unpleasant feelings, may not be the case on other webmasters' websites or as using Adsense I may not find faults with Adsense . I like Google and really appreciate Google's search engine. But I do feel Adsense does have several major problems (ones I mention above, and Adsense often not in conformity with the contents of my other webpages).
Sincerely expect Adsense can improve, or I have to shut down the Adsense and try other offerings like new Ads by Yahoo! or fast click or others.

I've used it for direct competitors as it's designed, but also lately, for example, had to filter two advertisers who's ad text included "This is not a scam" which is offensive to me as a webmaster, so I filtered them and they're gone minutes later (although AS help says it can take up to a few hours for filters to go into effect...)
It's my first time to know that there is AS Filter that I can block those sh!t terrible competitors' ads.
Ok, now it looks just now I'm not correct in finding faults with Google's Adsense itself. My apology.
I'll try my first time to block those competitors' ads---they are very disturbing and negative even to all my site.

Google will try to match your page's content with their stock of advertisers, and as it's all done by an algorythm there will be ads that are automatically selected that aren't going to be right. The selection is complex, and far from foolproof.
However, the good news is that Google give us some tools to help improve targetting.
If you feel that the ads have been targetted correctly to your site, the the competitor filter list is your best option. For example, if your site is on orange widgets, and all the ads are about orange widgets in some way, but you are seeing competitors ads etc. then the targeting is correct. Use the competitor filter to block them.
If the ads are totally off target, then it may be that you need to work on your page content to produce more relevant ads. The section targeting tool will probably help you in this case, as you can emphasise portions of the text that you'd like to see the bot use for targetting, and de-emphasise parts of the page that you feel might be producing negative ads.
