Disabled or terminated accounts

Just curious from reading some of the posts here. If Google should ever decide to disable or terminate someone's account, is it just for that website, or for the person in general?

No, AdSense bans user and his sites. This could only get your friend banned too.

I just got less than 2 dollars and I did a mistake with AdSense. Do you think it is possible to negotiate this with them?

It's not even worth the time spent writing the email for $2 - find a different ad network and move on.
