In the end, it is all down to what advertisers are prepared to pay per click. I think that it varies greatly with the subject and the country in which the advertiser is located.
But one factor is on your site: China has a huge population and internet use is still increasing at a very high rate so you should be able to make up for lower bids by getting much more traffic.

Why do you see a need for English content there? If I were you, I'd just add more content your people are looking for in YOUR language. The population is incredible. Check the CIA world fact book.
