I noticed some sites only have two or three pages. Basically they consist of a homepage with paragraphs about a certain topic with Adsense ads, a links page and/or an about us page.
Is this against Google TOS?

They probably got approved for the account under a different domain. Once you are approved, you can put your code on other sites your own.

ganderla, yes I realise that, I have a few sites myself. I was wondering if it actually was a violation of the TOS.

I'm not aware of any minimum. Or if there is a minimum, it's small. I only have one site, and I was approved, it only had about 150 pages. Up to 200 now.
Of those, I have usually had AdSense on anywhere from 30-60 pages, as I try different things out...

I actually used a very small site (no more than 4 pages) to apply for an AdSense account months ago. It got approved.
That original site I used to apply for my account practically gets no income at all because I haven't had the time to improve it. But it is still active.
