you could email Google and politely ask why you were dropped and plead your case with them, but as for signing up with a different site....google has all your personal information so I would guess it is the person and not the site that is banned.
Please relate what happened.

You can't and no.
Short answer.What did you do?
I don't really care what you did...your asking the question in itself puts you on my badboy list..
buh bye..
Without knowing the details, I think some people are letting their personal fears influence them.
If you're making a good portion of your income from Adsense, and you see these "I got banned" posts frequently, it's got to be a lot easier to assume that they're all fraudsters.
Most of them are.
1. "I clicked on my own ads, because I simply felt like it"
2. "I wanted to quit my job, so I switched to Google"
3. "Profit potential was too tempting so I spammed porn websites for traffic"
4. "I didn't know what I was doing"
5. 'Blame the guy who can't speak English'
6. "It wasn't me, it was my niece. I swear I didn't know she was 3"
7. "It was the guy in the office"
8. "It was my EX-gay friend"
9. "Somebody kept clicking on my ads all day long out of interest"
10. "I swear I never clicked on any ads, But I did stay in Holiday Express last night"
Good luck.
there is a theoretical possiblity that google banned an adsense account due to click fraud that had nothing to do with the publisher. this possibility has worried me as a whitehat webmaster. discovering that every, or almost every "google banned me" thread has a real reason behind it is relieving.

There are some examples here on WW where there was no connection between the publisher and the click fraud. Suzyvirtual is the best known example of this. In those examples Google reinstated the account.
As probably only a small percentage of the publishers whose account is closed post in this forum, the current number of threads about this issue indicate that Google closes tens, maybe more accounts per day because of click fraud. As member of the publisher community I find this encouraging. Although we have no idea of the actual size of the fraud--20% as some sources say, or "minimal" according to Google--Google is trying to solve it.
What annoys me is that this same type of post keeps coming up.
Don't they read previous threads before posting? Surely they don't just stumble upon this forum and start bleating? And why not simply ask Google what went wrong?
Secondly, too many of the posts have exactly the same form of broken English used. It's as if an English speaking person is pretending they don't speak English. Almost perfect, but a few contrived mistakes.
In short, people who respond to some of these threads trying to help are simply being taken for a ride. Their time is being wasted and maybe they won't help a genuine case in the future.
Time is precious folks. From now on either ignore these threads or refer them to previous ones and leave it at that.

So, an American is faking his English skills to look like he is from Southwest Asia and was kicked out of Adsense in an attempt to shift geo-political fault to some third world country?
The best conspiracy theories are found on the Adsense forum.
Here's another conspiracy theory for you....Suppose it is a google rep tryomg to see if anyone would give him advice about how to cheat the system. Odd that the last 2 posters stcky mailed me asking for personal help...hmmm Gave same answers I give on the open forum.

You can contact Google and ask them to reinstate your account. You can choose one of top 10 reasons banned publishers use when begging Google to reinstate their accounts, and they are in this order:
1. "I clicked on my own ads, because I simply felt like it"
2. "I wanted to quit my job, so I switched to Google"
3. "Profit potential was too tempting so I spammed porn websites for traffic"
4. "I didn't know what I was doing"
