I have ask Google to Change my Payee name and they told me that I have to close my current account in advance. So I send the request of cancellation of my account to Google yesterday. Today I just can't Enetr the Google Adsense Center. It seems that they have banned my account and IP. May anyone has that experience tell me why and what to do next.

Nope, you're not allowed to have 2 accounts. And they specifically said to cancel first.
Apart from the advice to contact Google directly, I'd say: you did what they asked and they did what you asked: cancel the account. Now you should be free to create a new one if I understand your first post correctly. Can imagine you miss your old data though (apart from the money during the no account time). Any money already in the account should be payed to you as long as it's over $10

Oh, sorry didn't know. Just that there was an earlier post about 2 accounts registered for brothers, and I thought this was a similar case.
But I down know why I can't visit Adsense site. I guess my IP got some problem since when I use a proxy then all things are right.
I just can't visit the page . when I point to [google.com...] my browser just show me an error message, it seems that Google banned my IP, I am checking on it and it may be the problem of my computer.
