Very odd looking adsense ad

I just stumbled across adsense listing in the following format:

Ads by Google
Title1 - Visiting Elbonia compare prices etc
Title2 - blurb2
Title3 - blurb3
Title4 - blurb4
Title5 - blurb5

Titles are all bold, blurbs standard, no borders, "ads by Google" top left corner, but not clickable. What caught my eye particularly is this is in something like a "wide box" layout around 600 pixels wide with one advert to a line, each separated by a single line break. It is sort of like a totally customiseable Adlinks box, where you can pick the width, height, font, title colours etc.

Unless you knew wat you were looking for, there is no way you'd realise it was a Google ad at a glance.

Any ideas how you get to have this degree of customisation? Overal its a pretty amateurish looking site -- I can't imagine it is a premium partner.

There are lots of amateurs "premium partners".
I have no idea how can they get such special category with newbie looking sites.
