On services inside the EU VAT is due (with a list of exceptions, that have exceptions themselves, and even those have exceptions, ...) big mess to get into such things with something as large as Google as partner.
I'm upset that my express check isn't getting here any faster than snail mail would, but I'd be dead meat if I had to wait a month because of a failed EFT.
I was overjoyed to see in DHL's tracking that my check was in Halifax at nine this morning, just an hour away. Then I was dismayed that the FedEx deadline passed with no check. (My bank is in the US.) The tracking showed that it wasn't put on the truck until 4 PM. #*$!? I paid THIRTY BUCKS for this kind of service? If I'd asked for snail mail, I'm sure I would have had it by today.
DHL moves at a snail's pace. I see no reason why a document couldn't have gotten from Dublin to Halifax overnight. FedEx from anywhere in the US reaches me overnight. Instead, IF I get it tomorrow, it will have been six days since Google gave the check to DHL.

I've never had any problem with FedEx, and their tracking is a lot better.
For a 20% difference in VAT, I would return to mailed checks ...
EDIT: I wonder if this depends on your preferences (Dollar vs Euro).
Has any European adsenser received the EFT in Dollars?
If yes, where did it originate from?
If the tax people see this they'll automatically assume transactions inside the EU. With the blurry Internet status, their first assumption will be hard to change.
Worse, the account originating the money has a regular Belgian number, creating an assumption of an in-country sale which is _always_ subject to VAT, (21% out here) ... Google would be able to get it back though if they do it through Google Belgium.

You would have to wait another month for a failed secure delivery or a failed airmail, so a failed EFT is no different.
I would say EFT is still the safest and most reliable of them all. Less chance of it getting lost in transit since it's all electronically sent.
Anytime the payment doesn't make it, you have to wait 30 days for a re-issue, that's just their standard terms.
My EFT worked fine (to Belgium), only (big) concern is that they have a Dublin address on the payment (i.e. not a US one, but one inside the EU), which could potentially change considerably VAT issues.
I had a similar problem. I was affliated 1997 to 1999 with an US telephone callback service.
I got the money from the chief of all European affliants in Germany direct in DM.
At a tax audit 2002, the inspectr asked for this, but it was possible to proof, that this is money paid from the US callback telephone company.
The cheque arrived the following day after payment was approved.
The simple option for you all is to take the local cheque option however I have no idea from where yours would be issued.
Just as an added note, I received my UK cheque from London on 28th April however we are still awaiting an approved Dollar cheque for the same period!
