Is it against Adsense TOS to boost your site traafic via site OnExit? ( I guess it would be as good as opening a pop-up with adsense ads, which is against TOS ).
What other traffic buying systems can you suggest?
Furthermore, since your visitors probably wont be on target for your keywords, your EPC will be really low, and not worth the risk. I would consider this approach spamming.
As you say, opening pop-ups/unders with AdSense ads on them is definitely against the TOS. Even if the first page does not have AdSense ads on it, IMO playing with involuntary traffic will get you burned.
About the only thing that will benefit from exit traffic is your counter and little to nothing else.
Equate exit traffic to someone opening your site in a 1x1 pixel iframe... the end result is about the same: worthless.
I dont know if trying adwords would help. Adwords is expensive as my sites dont have repeat visitors, Most of the people who visit my site are first times.
How do recommend paid listings etc? My site is almost 5 years old, has pr6 rank and have a lot of first timers traffic. It is in the family/women area of interest and does not have a good epc for the ads. I havent tried anything till date of spend a buck on promoting the sites and am getting people only from natural search results.

Work hard on adding quality content to your site to get repeat visitors and a higher ranking with the search engines.
do a search for "optimise for google" this will give you an idea on what to do to get a higher ranking web page
Dont get drawn in with these cheap drive more visitors to your site scams because thats all they are, you may get more visitors but the quality will lack and so will the CTR rate. It may even raise a flag with the adsense team to watch your account?

What do you mean by "a lot"?
Such a site should be ranking #1 (or very high) on many good keywords. If it does not, do some SEO homework :-)
If the problem is people not returning, then study what can make them return.
Some sites are intrinsecally "one-timers". One of my best sites is a large reference work, sort of an encyclopaedia. It ranks on first page for THOUSANDS of (seldom used) words.
As google is starting to be used as a sort of dictionary, people go in google and type a word to know its meaning. That's quite a lot of traffic, but it's a traffic that very seldom returns.
I was on #1 or #2 on page 1 for almost 4 years and had good traffic, but i got greedy and tried to widen my focus a little out of my niche. There I lost my positions, and no matter how much i tried to being back the old position, i could not.
The sites above me in the google positioning are really better than me in many ways as they are all professioanlly managed portal in the niche.
I am looking for ways to increase traffic apart from google, yahoo and msn. Suggestion pls..
To get you on track (IMO), work on your content. Two, try opt-in newsletters and other mediums to keep your users updated on related topics, and also to keep your site's name fresh in their minds.
