Ban wildcard matching of ads. One of the Adsense USPs is supposed to be targetted ads!

Giving publishers the option to set a minimum price is a normal extension if google wants to be the market place for trading ads.

Permanently killing all scammers like the "ebay", "amazon", ... advertisers.
Better slection of the advertisers to eliminate all scams, illegal content and the like is a natural evolution if Google wants the adsense/adwords program to continue to work.
If ebay want to advertise, fine, let them, if others want to pretend to be ebay don't give them the channel.
The legal bottom line will work in France it seems, but in the rest of the world the visitors will have the final word.

Forcing the shown url to have some relationship to the actual url (not the url that it is eventually redirected to, the first one must have relationship with the one shown.
This last one is only being honest to the visitors.

I desperately need the ability to ban entire categories and groups of keywords from ever appearing on my site.

I run a very conservative educational site and keep getting untargetted ads for "lucky numbers, lottery/lotto, psychic readings, and european toilets".

There is NOTHING in my context to relate to these ads... and they consistently appear on pages instead of PSA's, which I'd prefer. Upon "refresh" they do target properly. But I'm dying here thinking my visitors might be seeing these awful ads.

I don't have time to ban individual URLs... and these seem to be a bottomless pit anyway.

I need the ability to filter out entire offensive "subjects" which are not in any way related to my site, not just URLs.

This idea came up on another thread:

Offer group/association health insurance for AdSense Publishers.

Add a "Your Ad Here" option for AdSense ad blocks and let advertisers create ads targeted to specific sites and/or pages.
