Only 1 ad is that normal?

728X90 Text Ad is only displaying 1 ad?

I just did a new page to test a new ad size and the 728X90 Text Ad is only displaying 1 ad when it should display like 4 is that normal?

It could be normal if there is low ad inventory available.

I run 728X90 ads on my site and often there are less than 4.
