Different Ads show in preview vs. on server

I have just created a new page on a particular topic relating to my long existig site. When previewing the ads on this page on my computer, the ads are exactly on target for the content of the page. This is true whether I use Google's right click preview or just look at the ads served.

However, when I load the page on the server, the ads are close, but not on target as they were before I uploaded the page to the server.

I'm new to adsense, so there is probably something I'm not understanding. I thought that for a new page, public service ads would show until the page was spidered, but this page is showing related ads immediately.

Also, why aren't the same types of ads showing with the page on the server?

Instead of serving PSAs on unspidered pages Adsense mostly shows ads that are related to the 'general theme' of your site.

The ads are related to the theme. What puzzles me is when viewed on my computer, the ads are on target for the specific topic of the page. However when loaded on the server, the ads are not as targeted, but still related.
