Can a website outside the United States join?

For now, we're only accepting sites from within the U.S., and we're only paying referral fees with checks in U.S. dollars.

Unless of course they don't define an affiliate referral as a "related account". Why would they?

I would think you referred them so the likelihood is you know them, therefore they will be related to you in some way (not necessarily blood relation etc) even as a friend or acquaintance

It appears that they have moved the signup form to a secure site but now the signup url says

"This space intentionally left blank"
