Can this be interpreted as being againts the TOS; can G say that I am setting up pages only with the intent of putting adsense ads there? or is that a legit form of content.

Also, I don't think it's going to perform too well, since you're providing lots of possible exit links to the visitors, they're much less likely to click on ads.
There's another way to look at this: the visitors are looking for something, so they are likely to find it on the ads as well as or instead of the links, especially if the ads are well-placed.
My best-performing (by CTR, CPM) site with Adsense is a specialist links directory. My worst-performing is a very sticky (close to addictive) site that has minimal outgoing links other than Adsense.
Also, I don't think it's going to perform too well, since you're providing lots of possible exit links to the visitors, they're much less likely to click on ads.
My site is specifically a links directory for a certain area of interest. And like Hugene, there are pages of similar widgets, comparison shopping etc. AdSense came a long and I decided to try it. Positioning the ads alongside the the links on the site. Its added to the relevence of the site pages and given the income earned, I'm not complaining at all. The CT's for the AdSense is only a small proportion of the CT's for the site itself but it is generating revenue. And that's better than no revenue at all.

I haven't found that to be the case at all. In fact, I haven't found the number of outgoing links on a page to have any affect on the performance of Adsense.
