I've seen Adsense adult ads on the +18 sections of some big websites.

That example (I got the url) is odd. Seems to be a partnership type deal. the urls are different to normal adsense urls, the add type is one not in adsense, and there is no 'adds by google' - it does appear they are google ads tho.

I am pretty sure the adsense TOS prohibits Adult pages being involved.

It's against the TOS to run AdSense on sites with adult content.

However, I notice that Ad Sonar's application has a category for "Adult", so perhaps that would be an avenue to explore...

It clearly states in the program policy of google adsense, that no adult or vulgar material websites can have adsense on them. Possibly the above sites that you listed may be using adsense on a page that google does not know about. I would recommend you report those sites to google. Here is a copy of the adsense policy:

Site Content
Site may not include:

Excessive profanity
Hate, violence, racial intolerance, or advocate against any individual, group, or organization
Hacking/cracking content
Illicit drugs and drug paraphernalia
Pornography, adult, or mature content
Gambling or casino-related content
Excessive advertising
Pop-ups, pop-unders or exit windows that interfere with site navigation, obscure AdWords ads, change user preferences, or are for downloads. Other types of pop-ups, pop-unders, or exit windows may be allowed, provided that they do not exceed a combined total of 5 per user session
Deceptive or manipulative content or construction to improve your site's search engine ranking, e.g., your site's PageRank

Perhaps they will accept adult sites, when they have the ability to make enough money for Google as to make it worth the aggravation they recieve from concerned groups.
Or perhaps they will only do it with "partners" as they do not want to run adult sites through the standard adsense program for fear of incorrectly targetted ads being shown (as if that could happen) on inappropriate sites.
