2) If I get the site design done but am in the process of adding content, can I still sign up for the program even with 0 hits/day during my testing phase. This will also ensure the bot visits the site and checks for content...

Ok to answer question 2: I know someone who applied while their site was still under construction. Their entire website was just one page saying what the site was going to be about. They where approved on the review of this single page.
Hrmmm… that surprises me!....
That's because publishers use a nice clean site to apply with. After that first site is approved, a publisher is free to add adsense to other sites.
All sites are supposed to meet the adsense guidelines, but ...uh.... that doesn't always seem to be the case.
This is one of the big flaws in the adsense program.
Sure, they manually review the sites, and found some that are not in keeping with the TOS. But unless they have enough personnel that can immediately review a site when the Adsense code is used -- there runs the risk of Adsense being shown in very questionable sites.
Having questionable sites in the Adsense pool will not give confidence to advertisers to use the program.
