... makes you wonder if Google is strong and smart enough to fight off such fraud attacks.

I disagree, because AdWords is an extremely liquid market and as the quality of the clicks goes down, advertisers will increasingly tend to
(a) lower their bids, meaning that Google will take in less for advertising on its own site, or
(b) drop content partner syndication altogether.

But beyond that, Google are fanatical about quality for its own sake. IMO it's impossible that Google would factor in the revenue from the clicks in any way whatsoever when they are policing AdSense.
