is it allowed to put adsense on a classified ads portal (cars or jobs)?

You may be able to do it, but you have to ask. If you haven't applied for an account then you should do so it get it reviewed and approved first.

If you already have an account then I would send them an email and get permission in writing from them before putting the Adsense code on the site.

I believe that is allowed. I've seen it on classified ad pages, including one rather high traffic site which is nothing but a classified ads site and has shown AdSense ads for several months. But asking Google is the way to go.
