Against TOS

Is this against the TIS

I ran across a site that has many categories, each of the categories are about a specific product. They are listed like so:

Blue widget - red widget - green widget - ..... tan widget, etc...

Each of these are a link to that category, But mostly all contain the term 'widget' . My question is, Is this against the TOS of AS since it repeats a keyword many times like this, or since they all link to different pages, is it okay? I know that keyword stuffing a page is against the TOS but since they all go to a different category has me wondering.

Well, if a page is about blue widgets, why not call the link to that page 'blue widgets'? Keyword stuffing would be to write widgets 50 times or so in a text.
