Glad to see the site targetted thing - the performance of site targetted ads is extremely poor, with respect to the regular context targetted ones (CTR is only a fraction of a percent).
That makes sense, because site-targeted ads aren't targeted to the topic of the page. For example, I've seen site-targeted CPM ads for Italian language learning and Spanish villas on my European travel site from time to time. What are the odds that a person who's planning a trip to Germany, Switzerland, or France is going to click on an ad for Italian language learning or Spanish villas?
The good news is that site-targeted CPM ads aren't supposed to be shown unless they're expected to perform better than keyword-targeted ads on the same page. And since they're paid on a CPM basis, a low clickthrough rate shouldn't matter to the publisher.
FWIW, site-targeted ads are paying really, really lousy eCPMs on my site, but fortunately I'm seeing very few of them (probably less than half a percent of total impressions on a typical day). I assume they're mainly being served as filler ads on my worst-performing pages (such as the few image-gallery pages that have AdSense ads on them), so I have no reason to complain about the abysmal eCPMs.
The lousy eCPM inspires me to reiterate that publishers should be able to set a minimum CPM for targeted ads. Perhaps the ads are primarily being shown on pages that Google doesn't otherwise target well, but talk about a bargain basement rate.
Hmmm. I wonder if this ties in to the recent discussion about time of day clicks. Are those CPM ads showing up in the weeeee hours of the morning?

Since Google serves CPM ads only when they're likely to produce more revenue than CPC ads, why would you want to set a minimum? Would you prefer even lower-paying CPC ads or, worse yet, PSAs?

While that may be true, each display of that ad is only making 1/1000 of the rate paid. The CPM for the ad might be as much as $1.00, but if you only display it 10 times, that's just a penny in earnings. Depending on the traffic for the site, though the CPM ad potentially could make more money than a CPC ad, the CPC might actually be better for the person.
I can now able to view the contextual immpressions, earnings etc and Site targeted
impressions, earnings etc., in detail.
Nice to see that. But i am not able to come to a conclusion, whether the site targeting is helping me or not.
Also, what happened to being able to rotate up to 4 colors? Can't do it now with this new interface.
where did you get the idea that there was a $2.00 minimum ecpm? or a 70% split? you certainly didn't hear it from google.
it's good to know that site targeted traffic has been way too low to have an effect on my earnings.
If CPM adds pay for views, how about viewing the page by myself? I have to view pages with my Adsense to check them and to maintain them, and I wouldn't like to generate fraud views for CPM adds. It would be as improper as clicking my own ads.
Speaking of choices...it is glaringly obvious they will not give us any control over our websites just a few new toys to peak our interest.
Actually, we have a lot more choices now than we did when AdSense was introduced. More ad layouts, more colors, more reporting options, the freedom to opt out of image ads, a bigger "competitive ad filter" domain list, etc. The program may not evolve quickly, but it has evolved and likely will continue to evolve.
I sure as heck don't see a checkbox to turn off ALL site targeting.
IncrediBILL has told us several times that you can request this from AdSense Support.
