I wanted to buy new website which was very cheap and i was talking to my friend about it in diffrent forum and than on call and he says its not worth buying new website because we cannot publish our adsense there if google have banned or cancelled the last owners adsense account.
In other words if google have cancelled the account for that website before for last owner than we couldnt go ahead and publish my adsense and google might cancel my account;
I really needs some expert suggestions on this because i have already paid some money for that website.
If the site was banned by Adsense, you cannot put adsense on it. It's a slightly bigger problem than that, since the only real way to know if it's been banned is to trust the owner. Adsense, appropriately, will not reveal information about its relationship with other sites.
Putting adsense on a previously banned site puts your entire adsense account at risk.
Don't even think of trying your own adsense code on that site - too much to risk.
Best to just go find yourself a brand new never-ever-registered-before domain by searching at whois and creating your own content from scratch.
Google will cancel your account, not just "might cancel".

If the WHOIS has changed and the new site is fully compliant with Adsense TOS there is no reason why you can't add it to your account. I have, on numerous occassions. If you wish to be on the safe side you could always email Google informing them of what you've done.
In fact, I don't even see reason why WHOIS needs to change. From what you say I can get your Adsense account terminated simply by putting your publisher code on a suspect site. If I (or Y!) knock out a few hundred Adsense publishers each day it shouldn't take long for Google to sit up and take notice :)
If this does cause a problem why not put other adverts on it. Perhaps then in the future - maybe 12 months you could ask again - or try another advertiser like google (but not google) if you get my drift.

Buying sites is seldom a good idea. Excepting the cases that you have been observing the site for a longer time or that you are paying someone to develope and market a new site.
