Another issue may be the availability of relevant ads. Although I'm not 100% sure, if there are not enough available, relevant ads for the page in question, I think blank space may appear in one of the ad units.
Does anyone else use Frontpage? I can't figure out how to put 2 ads on one page. If I paste into the page two ads, only one will show. Is there a way to fix this?
I use FrontPage and I've never experienced that. In fact I have 3 regular displays and 1 AdLinks display on some pages.
Are you experiencing the problem after you publish or just when you "Preview in Browser?"
If the problem exists after publishing, it may be a lack of advertisers.
Which ad layout types are you using?

I deliver since 1998 seminars about internet promotion.
If you have been repeating the same mantra for 8 years, perhaps it is time to have a look and see if what you are saying is still justified.
You are not doing those who attend the seminars any favours by passing on ill-judged advice about a programme you quite obviously know nothing about.
Do You have an competitor, one You really do not like. Make him a gift, give him Your Frontpage pack.
I'd prefer my competitors not have FrontPage and have to learn all that coding some other way. So if any of my competitors are attending your seminars, please DO keep steering them away from FrontPage.
But when I started all this in 1999, I had no help whatsoever and barely knew how to turn on a computer, much less how to build a webpage. Frontpage was easy to use and kept me going, and it still does. Today, I earn a six figure income working on the web, so Frontpage suits me fine.
Same here. Even though I use FrontPage, those checks still find their way to my mailbox every month. (Or I should say those direct deposits to my bank account)
I've always heard that death and taxes are the only 2 things certain in life.
I think there is a third. Just mention something about FrontPage on a forum and someone will tell you how bad it is. And I've found if you ask them if it's from personal experience and can get them to be honest, about 80% say, "No, I never used it, but that's what I've heard about it"

Hmmmm...it appears that it's mainly in Preview that I can't see both ads. When I upload, the problem seems to be fixed, but not always. Must be that sometimes it is a lack of advertisers.
AdSense sees a previewed page differently than a published page and will return different numbers of ads or ads of a different topic.
If you want to see how the AdSense display will appear on your page using Preview, just change the ad background color to something other than your page background, then preview. You'll see exactly the parameters of the ad.
Just remember to change the background color back before you publish.

I'll admit it - I'm rather ignorant when it comes to building websites, and quite frankly have to look up a lot of terms/acronyms I read on here. Nevertheless, while I don't have experience with any other website building software, FrontPage has been a blessing for my modest expectations.
I don't know a word of code and don't want to
Imagine what You would earn, when You would have a good CMS.
I wouldn't earn a dime more than I do now, my workflow would be much less efficient, and I'd be using a tool that I didn't like. (A CMS can be useful for large organizations, or for the kind of publishing where "content" consists of news stories and database records, but I find that FrontPage's editorial look and feel are much more congenial and efficient for me.)
Still, none of this in helpful to the original poster, who was asking how to fix a problem, not for a lecture about other members' prejudices. Next thing we know, someone will dive in with a religious sermon on hand-coding in Notepad, or on the joys of using a Mac instead of a PC.
Back to the original question: As another member mentioned, the problem could be as simple as a lack of ads for the second ad unit, at least in your local testing environment. Whatever the cause, it's likely to have anything to do with FrontPage. (I tested multiple ad units with FrontPage a few minutes ago, and the multiple ad units showed fine.)
How do You update Your sitemap.xml after You write new pages or change old pages?
How long does You use after Goolge had new features for the search box to roll it out to 3000 pages?
How long does You use to change at AdSense from direct code implementation to insert the code by SSI for 3000 pages?
How long do You need to maintain 6 different RSS feeds with the new pages, You create?
When You receive the translation for 20 pages, how long takes it to put on all the pages a link to exactly the same page in the other language, all with flags? Each flag with ALT text
"English version
Title and description"
Can somebody read Your page like a book, simple by clicking again and again the -> button.
What is with nice features, like to preload the graphics of the next page, logical connected to the -> button This features give the impression, that the graphics load incredible fast.
What is with nice featues for handicapped users using special browsers?
<link rel=Start HREF=index.htm>
<link rel=Prev HREF=prev-page.htm>
<link rel=Next HREF=next-page.htm>
<link rel=Alternate hreflang=de HREF=http://german-domain-from-me.com/folder/german-version-of-this.htm>
Can You burn 10 of Your domains on a CD and all [other-domain-from-me.com...] will be replaced by ../../other-domain-from-me.com
The original poster asked for help, not a lecture on why he should be using a CMS.
Jetter, half of what you say to me is Greek. I don't know how to do half of what you are saying. All I know is that I use FP to make websites and always have and make a very good living doing so.
Why does that bother you so much?
