Doubts about adsense

Hi,

1) Recently I started to buy some quality traffic for my. So the ctr in the page goes up to 40%. My question is; Is google going to take this as illegal clicks? or Am I going to be penalized for this? or it is normal? I ask this question because normally my websites has an average of 10% o less of CTR.

2) I created a adsense campaing with expensive adsense keywords, like business, loans, mortgage, etc. I tracked this web pages, but I see that Im getting from adsense less that 3 cents for each click. Why Im not getting at least $0.30 o $.50?

Maybe the "high quality" trafic had a feature to deliver also the clicks.

Sounds like MFA. Looking for some high paying words and write some pages to cover this high paying words. Maybe some algorithms of AdSense think the same and apply a high smart pricing decrease.

Buying traffic is generally a bad idea.

You can't assume you'll get paid the "value" of a keyword. That's the value on a Google search page. Bids on publisher sites may be much lower, and as others said, there is also smart pricing, which you should probably read up on.
