I need one as Ive reformated my hard drive and the one I had for years is no more.

Cant find any good free ones in google so im a bit stuck.

What do you mean by a 'CSS generator'?

I.e you type in what you want and it generates the code.

Like a WYSIWYG editor? nVu seems good in my experience although I hand code stuff generally.
