Is there any way to fix a font size in firefox so a user can not change it using the "ctrl + scroll wheel" accessibility function?
Yes, if you embed the text in an image, only a zoom feature, like the one in Opera, can resize it.
Otherwise, FF is a stickler about leaving font size control in the hands of the user. Personally, I think it's one of Firefox's finest features.
Controlling a layout is good and well, but I would advise against trying to restrict people's ability to control font sizes on a site. For people who don't need to resize your fonts, restricting resizing makes no difference, since they never know one way or the other what you've done. For people who do need to resize your fonts, restricting their access to font resizing is the same as throwing up a page that says, "This site is not for you. Go away."

If designers keep their font size at a readable level, then the chances are that a user will not resize them.
As a visually impaired user, I love sites that uses Verdana at 10px or better. Ariel is also great at 10px or higher.
