Is site design possible

Hi I am just thinking of going back to tables. I am trying to make a site like this.

<-- ------- -->
<-- ------- -->

<-- Footer -->

So the header, content area and footer will all be centered.

I have partially done this. But find when I position a div over the content area IE moves it 8-10px ahead of where Firefox shows it.

Am about to give up with CSS.
