height problem - page shifts if doesn't fit in browser

In netscape (win and mac) and in safari if one of the pages doesn't completely fill the browser (height) the page will shift to the right about 10 pixels. If the content fills the entire page no shifting occurs. In IE (win and mac) the page does not shift regardless of the height.

Any idea how I can fix this?

it doesn't shift, it is the scrollbar appearing and it's normal behaviour.
