emulating frames in css

Ok... here is my dilema. Im redesigning a site for a school district with thousands of pages. I have a header with drop down menus, a small menu on the left, then my main content. It looks like this:

'-----------------'
' m ' '
' e ' '
' n ' content '

'---'-------------'

i had written the original page in css... and used an include tag to pull other pages into the content section. but according to my boss we are having problems with the .asp that pulls the pages in and the way our directory is set up. so we scratched that idea.. and they wanted frames.. SIMPLE! except that the drop down menus in the header can't drop over the content.. i know that you can't cross frame borders... so now what do i do? PLEASE HELP!
