fixing a layer in position in IE

What code can i put to keep a layer in place even as the rest of the page scrolls? ...trying to imitate frames with a single html file. I know Netscape supports the 'fixed' property, and i know i've seen this before, so can anyone tell me what i can enter to just keep one layer in place? preferrably something that works in all the major browsers...

Unfortunately position:fixed works in all "major browsers" except the old IE beast. There is, however, a well tested solution:
