Thanks for the help folks! Can I check with you then that I have one campaign with one budget, i have two ads one selling blue widgets and the other selling red widgets using different keywords and both ads have different CPC rate? is this possible?

This is correct. If you can even have different CPC rates on keywords within an ad using powerposting.
