Identical ads, different urls

I have just developed a new site for my product, so I decided to test it by running 2 equivalent ads (same campaign) , one with url to the old site, the other one pointing to the new one. It seemed to be a good way to compare the conversion rates of the two sites.
Well, the coversion rate is now extremely low for both sites (way below what I had on the old one). The only reason I can attribute this to seems to be that potential buyers click on an ad several times, before they decide to purchase. With my setup this sometimes takes them to site #1 and sometimes to site #2, which confuses them to the point they don't want to make the purchase. Consequently this means that I need to test 1 ad at the time. Any other ideas?

P.S. The problem has nothing to do with ads showing/not showing on partner sites - both are showing on AOL etc.

To check the conversion rates, it does look like its better you run one URL for a week, and then change it.

If you want to run both URLs simultaneously, you could consider running them for different keywords.
