Will this actually help switchboard though?

We use to buy state ads for some yellowpage listings at the cost of a few grand per state per year. They a couple of them made deals to show OV ads, and our yellow page ads ctr dropped tremendously and it was no longer cost effective to advertise with them, but instead toss our money into OV instead.

Hopefully G will get this right, as OV didn't. Since yellowpages are a state based directory, if someone searched for keyword, then OV showed keyword even if there was an advertiser bidding on state keyword which is much more relevant.

It would be useful if G auto added state searched to the search algo to display ads.
