Adwords Advert in the UK

For the first time that I can remember I came across
a Google advert this morning.

The advert was for the Google adwords programme and
was in the form of a banner advert on a leading UK
website.

Has anyone else seen Google adverts and is this a sign
that there maybe fewer companies using Google adwords at
the moment?
