Anybody know why Google would disable keywords that are getting a 1.1% CTR?

No, but I'd like to know, too. A lot of my keywords get disabled by Google.

Their explanation is that a keyword has to have a CTR of at least .5% just on Google search. This excludes the content network and their other search partners. Doesn't make a lot of sense, but what can you do?
