Same here. Has been on and off all day (Netherlands). (More on than off though).

I only get the message when I want to save a new campaign or ad group.

Sucks because I was planning on creating many - many new ads tonight.

Not going to have much time over the rest of the weekend.

Even better... one of my cards just maxed and I can't update the billing info due to this outage.
