Minimum Bids Halved?

I was advertising a product in the USA region (im in the UK) and this keyword cost me 34p (62c inc. vat).

Now I paused this as Ad because this was the minimum google would accept.. and I couldnt afford to pay this and decided to go for free traffic.

Today I thought I would let it run... but to my surprise its only 17p now.

Did google re-check all their keywords and re-price them? Or is it automatic?

They do randomly recheck their keywords min price. Actually, even if there is a min price, you can still let it run at the price you would like. 8 out of 10 times, you will still see traffic even if you didn't bid the min.
