Google's premium sponsorship program

Are they too busy for new accounts?

I currently run a couple dozen AdWords campaigns and I would like to get started with Google's Premium listings. I've e-mailed them and called them many times and I have yet to receive a response.

Are they just too busy or am I going about this the wrong way?

Any ideas?

Keep at it. I just think they are busy. I have a contract in the works with them and can't get through to them to finalize.

Or rather, they don't know what to tell you because the Premium product is being pulled.

I've conatacted them a year ago with a budget of US$ 50,000 (which didn't work out at the end), but even then they needed months to reply. I had to fill in the form many times. I thought that is because they didn't have a sales person for our region (Asia)...
