Ads Listed in Asian Marketplace

Ads not showing in Asia Marketplace, do I need separate campaigns?

When I set-up my current campaign in AdWords, I chose to have my ads shown in China, South Korea, Japan, Hong Kong, and the US along with the appropriate language. I have a few questions that AdWord's customer support can't seem to answer...so I'm going to the experts.
1. It appears that when searching from an Asian IP address, using an Asian default language, most of the ads aren't showing, and when they do, sometimes they're in English. If this is common, could someone please explain?
2. I was told by customer support that in order for my ads to be shown in these marketplaces/countries with the appropriate language, the campaigns would need to be set-up in that version of AdWords (ie: Google Japan). Is this true? Do I need separate campaigns for each country?

Make sure you do the following:

1. Use the IP address that belongs to the country your ads are targeting;
2. Make sure the browser's language is that of the target country.

This way you may have no problem seeing your ads. If it doesn't work, set Google's Interface Language to that of the country and try again.
