Adwords Goes Berserk

I am getting impressions and clicks for keywords I don't qualify for

Something has changed in my Adwords campaings today - I am getting impressions and clicks for keywords that I don't pay enough to have shown.

For example, in one campaign, I have a max bid of .06 for the keyword "san diego". The minimum bid for "san diego" shows as .25, so up until today I have never registered any impressions for this keyword. Today, my stats already show over 2000 impressions and over 30 clicks for this keyword, all billed at .05 (not even my max bid).

This is occuring across all of my campaigns and for different and unrelated keywords. I've already maxed out most of my daily budgets and the day is only half over. I have not seen any of my ads showing on google.com for the non-qualifying keywords, so perhaps this is a Google partner site issue (I don't restrict my campaigns to just Google).

Has anybody else seen this in their Adwords accounts?

It is possible - I have been seeing it for some time - that when there are no bidders above the Google minimum bids - it does show bids below the limit. But don't count on continued impressions ... I think it happens rarely!
