How does Coolstats.com end up with PR7?

I am not sure if I am following the importance of PR when a site that only monitors site stats receives a PR7.

I do not see any quality content. Is it all based on incoming links to them? Standards seem skewed ...

By and by, anyone else use this service? Very slow to load and not too impressed with the fact there is no break down in daily stats..

Usually good content is needed to get inbound links. Having some service/product (counter, site statistics, forum software) that causes links to your site, also results in a nice PR. What about phpBB.com; they have a PR10.
