Google adwords based on cookies?

Last night i discovered a weird behavior from google adwords. I did a search for something that couldn't possibly have been bought for adwords. The sites shown had nothing to do with the search terms either. I noticed that they had some affiliation with sites i had been visiting before. In an attempt to make sure my suspicion was right i cleared my cookies and reloaded the page. Sure enough one of the adwords ads was gone

Not to discount your theory, but the ad not appearing at the later time could easily be explained by the advertiser's campaign rules.

I recently ran a trial campaign for example where my spend and maximum per day meant that my ad effectively appeared only on every 5th query for the term.

the ad didn't disappear by coincidence, i am sure, i reloaded the page, it was there, i cleared my cookies and reloaded, it was gone
