I plan to join adwords. But I was adsense publisherand my adsense account was terminated. Do it affect my joining adwords?

No, that won't affect your adwords account. You can start an adwords account for 5$ without having to wait for approval.

If you voluntarily terminated the program then you would have no problem.

Since you asked the question in the first place I would suspect that the first suggestion is probably the accurate one.

Danneile, I think that Tropical Island pretty much covered it, in saying:

I guess my best advice would be to write AdWords support, detail the specifics of your situation, and ask them for their opinion/advice.

Another option, of course, would be to implement the 'give it a try and see what happens' method. ;)
