I have clicked on the RESTORE FULL DELIVERY button and I am waiting for the status of my keywords to change. The record of which keywords resulted in click throughs seems far from accurate - so what do people do in a similar situation? keep paying the 'nominal fee' for reactivating accounts just to ensure that their ads continue to be served up?
Also, the majority of my keywords, whose status still reads as normal do not come up when I use the searches in google - why should this be and what can I do to rectify this? How can I ensure that my ad appears each time a particular search string is used in google? It is not as though there are lots of other compnaies using the same keywords, unless they also have issues with their ads being served up. I am no where near reaching my daily budget.
Please advise.

Last week, out of 271 key words, virtually all had the status of 'normal'and I was recieving a good number of online enquiries. A couple of days ago, I decided to add about 10 more key words. The result now is that out of the 271, approximately 250 of my key words are on hold.
My guess (and it is a guess, not having seen the account) is that this is a timing thing, more than the result of adding 10 new keywords - in other words that, as the system showed your ads, it collected enough data to make a decision that the words now 'on hold' were not performing up to standard.
However, it's worth noting that all 'in-trial' and 'on-hold' keywords can be thought of as one list of words, organized by the AdWords system in rank order, as to which are likely to be the most successful. And when you add new keywords, the entire list then re-shuffles to incorporate the new words in rank order. So it is at least possible to add 10 keywords and have them go to 'in trial' by pushing 10 other keywords to 'on-hold' status.

Simply clicking the RESTORE FULL DELIVERY button, without first making changes to the keyword list, will actually do nothing at all - and the account will remain slowed. The best plan is to carefully review the keywords list - especially those words which are 'in trial', and get rid of keywords that are not well targeted or which are overly general. It's often very difficult to keep single-word keywords running successfully, for example.

If you're referring to your stats for impressions and clicks, these are not estimates. They are an exact record of what actually occurred. However, please note that they incorporate 'variations' of your actual keywords if they are broad or phrase matched.
So if you have the keywords 'widgets' and I search on 'vintage widgets' an impression will be counted for 'widgets' - and if I click the ad, then a click will be counted for 'widgets'.
