Although the status of my keywords are nearly all 'normal', and I have not reached my daily budget, the majority of my ads are not showing up when I run searches in google using my keywords. All my competitors are there, why would my ads not be showing up? It seems really random.
I have contacted Google a few times about this and have not recieved a response.

Try your keywords on the "Keyword Diagnostic Tool" on the "Tools" page and see what status is reported. That and the new "Disapproved Ads" tool are about the only two Google tools that are halfway trustworthy of late.
Does it mean that all ads have to be reviewed first? that's not what is says in their FAQs though, they say the ads start running after 15 minutes on search network, and have to be reviewed only for the content network.
May I just clarify that for you a little? Normally your ads will show on google.com itself after just a few minutes, even shorter than 15 usuallly.
To be included on the Search Network or the Content Networks, they DO have to be manually reviewed by a human. In other words, Google will take a risk that on you on its own pages until it is reviewed, but does not want to subject its partners to an unreviewed ad.
Remember there are 3 separate entities, Google itself, it's Search Partner Network and the Content Network.
Now as I said in an earlier thread, a surprising amount of keywords or words in your ad may automatically put your ad on complete hold until it is reviewed by a human reviewer. It's not just out and out adult content that is flagged. My most recent experience this weekend was the word "baby". So the "baby" ad has not had an impression yet.
How long does it take them to review the new ads then?
It depends.
It depends mostly on backlog. An ad entered Friday through Sunday will join a large backlog and won't be reviewed at least until Monday, quite possibly Tuesday, sometimes Wednesday.
Wednesday and Thursday, they often have "same day service" if you're lucky. Friday it starts all over again.
Don't know this for a fact, but I would think that the sooner you join the queue, the faster your ad will be approved for all searches. At least I hope they work that way :)

Probably before they were including dating ads without review, but nowadays they put those on hold even for Google searches, not only for content network and partner sites. Just in case somebody else is in the similar situation, so they know. :)

Yes, it is indeed possible that keywords that involve a group that is 'at risk' may not be shown, even on Google, until ads/keywords/landing page/site can be reviewed.
This'll include keywords that involve babies, infants, children, and teens - among others - for reasons that I hope will be clear upon reflection.
So while the delays do require a bit of patience, I think everyone can agree it is exceptionally important to be careful.
