Help with Google API

I am not sure this is the right place for this, so
forgive me as I am a newbie. We have a new web launch starting in 4 weeks and need a google API built to accomadate around 10,000 search terms. We download and munipulate the data, we just need the API to upload.

Where would we find some one or a company that has this experince? Or some one who has built the code and is willing to let some one piggy back?
