Disabling Optimizing Ad Serving

ADwords has the ability to disable optimizing ad serving. Google give a short blurb ( [adwords.google.com...] ) about what it is, but how does it affect how often your ads are shown if this is disabled? Does it just show them randomly? All the time?

Wing,

I starts rotating them evenly over the impressions and does NOT optimize to CTR. This is very useful when you want to compare ad conversions rather than CTR.
