ad not displaying even though i have exact phrase!

why? I dont get this!

Hi

I have two groups of ads. One is for general words and the other is for more specific versions of this word. All words are broad match.

ie.
"widgets" in group1 -max cpc is low value
"blue widgets" in group2 -max cpc is high value

If a search is done on "blue widgets" how does google decide which ads should appear?

Even though i have "blue widgets" phrase in a high cpc it seems to NOT display this ad at all... is this becuase its seeing i have "widgets" at a low cpc and then deciding its not going to get shown... and then this stops my 'blue widgets' ad from being shown?

Im new to this and I cant seem to figure out how this works... overture is alot more simple....
